Q and A with the MAIL and GUARDIAN
Why should people vote for your party?

The Minority Front was established to ensure that no Minority Group with its roots in South Africa should be marginalised or sidelined through any policy of government. The MF ensures that the Minority Rights, enshrined in the constitution is protected. The MF demands the establishment of an office for Minority Affairs. The MF believes that the success of any democracy is based on how well the government looks after Minorities. The MF always steps in to help communities when they are discriminated against based on race, religion or culture. In the new South Africa, anyone can become a minority within a given demographic area, and the MF fights for all such communities. Finally, we have a tough knowledgeable Leader in Mr A. Rajbansi who has just completed his 50 years in political and public life and voters can rely on him to be their true voice at all levels of government.

What has your party contributed to local government since the last elections? What specific things have you delivered?

We have delivered specific things in various Wards, such as pavements, lights, upgrading to roads, flats and greening the environment. We have stopped the evictions of poor tenants. We have stopped the relocation of poor people. Because we held the balance of power in the Ethekwini Municipality, we were able to ensure that affirmative action was properly implemented and people of all race groups were properly appointed to key jobs. The MF has ensured that the infill sites have been fairly allocated to all people with 50% to local people and 50% to people from outside an area. We have tabled motions which have been very useful in influencing Council resolutions for the good of ratepayers.

What is your view on the staunch resistance of Khutsong residents to being incorporated into the North West province?

The MF believes that demarcation should be a widely consultative process because it gives a false impression of Municipalities just like it does to wards which are unfairly cut up just for election purposes. Demarcations or boundaries are very dear to people heart’s and if an area is being cut off then other trade-offs must be given, eg: the strengthening of the North West Province Municipalities in budgetary terms. The Views of the local people are very important.

How would you improve housing delivery for ordinary citizens?

Housing can be improved if the housing register which was closed in 1998 is re-opened and if the housing department employs proper consultants to do proper housing surveys and then get efficient planners in the department to implement findings of research . South Africa must become a property owning democracy making banking institutions to provide different plans to access bonds for the ordinary people. Bureaucracy in Land ownership belonging to other departments which can be rezoned housing land must be considered urgently. Ordinary people find it difficult to follow the present People’s housing process, therefore we should strongly consider housing co-operatives for ordinary citizens to own their own houses.

How do you plan to improve municipal service delivery?

Municipal Service Delivery can only improve if we strongly follow the M.F.M.A. We need a strong internal audit unit within various directorates in order to curb fruitless expenditure, fraud and corruption. We need realistic Municipal Managers Salaries and more posts created to help the Municipal Manager apart from the deputy’s. Municipal Officials should be apolitical then only would we get proper service delivery. We need to get rid of old-by-laws and out-dated ordinances if we want improvements. We need constant training and performance evaluation of Municipal Staff.

How would your party deal with complaints of corruption at local government level, such as a ward counsellor abusing his or her power?

Our party has fired one ward councillor in 2004, with respect to complaints, the MF received that he was corrupt and was receiving bribes. If ever we get complaints, we institute a disciplinary hearing immediately and if found guilty, we expel the Councillor like we did to a PR Councillor in 2001. The MF does not tolerate fraudulent Councillors and Ward Councillors who abuse their power, because our candidates are selected carefully and groomed to use their power fairly to benefit all people.

Statistically, crime is decreasing, but the perception is that crime is worsening in urban areas. How do you plan to fight crime and restore the faith of many ordinary citizens in the police?

Crime can be down-scaled if we have the political will. The MF believes, we should bring back the Death Penalty for certain categories of crime. We should implement the findings of the crime and grime study done by the Department of Economic Development. We should increase Police, Vehicles, empower Police in terms of firearm usage, use bobbies on bicycles, mountain police, sentry systems and more satellite police stations in high-risk areas. We should initiate a massive social upliftment programme and create labour intensive projects and promote small businesses.

What is your view of gun control in South Africa?

The MF’s view is that gun-control legislation should be reviewed with respect to cutting down bureaucracy with gun ownership and licensing fees. Also gun ownership should act as a deterrent to criminals who currently have more freedom to own un-licensed firearms than licensed gun owners have to protect themselves.

How do you plan to promote affordable education for all, including at tertiary level?

State Education should be free to all South Africans, even at tertiary level. If we cut down on unnecessary personnel then we would have enough budget to give free education. In the private sector, we should cap the fee structure to a reasonable and affordable cost. Public and Private partnerships are needed to assist disadvantaged students at Tertiary Level.

What plans do you have to combat Aids and boost the anti-retroviral roll-out?

Aids must be made a notifiable disease to combat it. We should focus on the K. A. B theory, ie: with knowledge, we get change in attitude, resulting in change in behaviour. The A. B. C theory has been exhausted. The Anti Retrioviral roll-out in KZN is on track because we have our efficient team in KZN.

What is your stance on gay and lesbian equality, and how are you ensuring gay and lesbian representivity in your party?

The MF welcomes Gay and Lesbian equality. These are Minority Groups in South Africa and Worldwide. Sexual orientation in our view is one’s choice because we believe that the source is purely medical in nature. Therefore these people must not be ostracised but accepted as normal because there are a lot of normal people who can also become abnormal if chemical and hormonal imbalances occur in their body. We have no gay and lesbian people at present in our party but we know a lot of such people and we accept them.

Does your party support the new plan for land redistribution, without the willing-buyer, willing-seller principle?

No. This principle must always be upheld. Government should negotiate reasonable prices with the farmers within a specific time-frame. Willing Seller and Willing Buyer principle is artificial as the effects of the group areas act will be felt in S.A for a long time. The MF strongly suggests that Land Affairs start a register for Farm land available, developed or undeveloped.

In May last year, the Institute for Democracy in South Africa's application to have political parties disclose their funding sources was dismissed in court. Would your party disclose its sources of funding? Explain.

Yes, anytime. The MF receives no funding from anyone except the I.E.C, parliamentary (constituency allowances), and those candidates participating in the elections whom contribute to certain costs.
