EXECUTIVE SUMMARY OF THE SPEECH BY THE MF LEADER, MR. A. RAJBANSI AT THE LAUNCH AT SHASTRIPARK HALL
When the historic parliamentary election took place in 1994; Local Government throughout the country was restructured for 2 years in what was called the PRE-INTERIM municipalities. These were not elected. There was a transition phase from old to new. In 1996, the country faced the first Local Government Election elected directly by the people.
The MF performed well especially within the areas of the sub-structures of the Durban metro, playing a key role in holding the balance of power in sub-councils, as well, as the Durban Metro. Subsequent elections proved that the MF has stabilised itself, still holding the balance in power in Durban Metro in the year 2000.
Before I deal with some important golden principals relating to governance, I wish to make an ideological stand point of the MF very clear.
The MF has taken advice from our Indian indentured labourers and from elders from within South Africa and the greater Indian Diaspora; that inter-community and inter-party relationship must be of paramount importance.
I said in 1994 that, the MF will work with the majority and we worked with the IFP irrespective of who the majority is.
It is unfortunate that the DA which is a party that thrives on propaganda has abused this.
The MF has not and will not enter into any alliance or coalition with any other party. The MF is independent and autonomous and we will never take part in any racial ganging up against the broad mass of the people of South Africa.
In the last Local Government elections, we faced the filthiest onslaught from the DA but let the voters reaction be a clear message to the DA.
In the DBN Metro, the MF support increased by 30%, while DA seats were reduced from 53 to 33 – a decrease by 35%.
Local Government is very dear and near to the hearts of every citizen who are facing financial and other burdens as never before in our history.
Good, sound and effective Local Government based on economic principles have been thrown to the winds. Local Government in our Province is suffering from a chronic cancer which saw the collapse of our capital city and this cancer has spread to 61 municipalities including Durban Metro with the most damaging Auditor General’s Report and earth shattering forensic revelations about fraud and corruption.
The voters have a date with destiny on the 18 May where they can make peaceful revolutionary change with their cross.
We do not need great political analysts to find the faults. The main culprit is the ANC with bad party political deployments and regular party political interference in the financial running of the municipalities.
The first golden principle the MF wants to restore is:
1.Good governance based on best practises employment principles.
2.Respect for multiparty democracy
3.Restore inter community relationship
4.Select elected councillors and officials on merit.
5.Let elected councillors run the council without interference from ruling party offices.
6.Hand over all shady tenders to the SIU.
7.Give rate payers a fare return for their investments.
8.“Remove race” in all decisions.
9.Build up facilities for the people, instead of squandering money on major capital projects.
10. Respect the rights of rate payers and citizens.
11. Respect and provide for the customs, traditions and language of citizens.
12. Bring sobriety to those that are drunk with power and arrogance.
13. Appoint persons in key positions who can build sound inter-party and inter-community relationship.
14. Get the best value for rate payers money that provides facilities and services in all areas and communities on the basis of fairness and equitability.
In the council respect the voice of minorities as these are the fundamental principles of democracy.
The minority front as usual is facing onslaught and removal of posters. We have been the victim of poster removal and we have lost 20 000 posters so far.
Some of our key election issues are:
(a) fair administrative justice which is enshrined in our constitution
(b) equality for all
(c) respect for democratic rights of all citizens to choose the party of their choice.
(d) fair treatment, recognition and respect for multi-party democracy.
We require decisions based on sound professional principles, economy and efficiency. We demand that housing be provided for all citizens. We also ask for equitable health care.
In the MF’s 2009 Turnaround Plan, we have emphasized very clearly how our country can improve socially and economically.
Finally, the MF is super prepared for this election and the MF is confident to improve widespread support.
I wish to remind the DA that’ they served in the Tricameral Parliament and the racial municipalities.
In my capacity as MEC for Sports, I gave my priority to clean administration and good governance and made KZN the number one sporting province in the country and we excelled in every sport in the province.
The National Minister of Sports and Recreation declared that’ I was the best sports minister in the country and my department received accolades from the Auditor General in three consecutive years.
Finally, the MF is not an all Indian party. We have black candidates and recently ANC and DA members are joining the MF in droves.
